Well.. that particular website seems to use HTML, Flash, & decent graphics.. in the very least you need to know HTML & knowledge in graphics would help..
As for hosting.. you already mentioned netfirms. They stick an advertistement at the top of your page, like most free hosts do. Some hosts don’t, but they might be harder to find or require specific rules. Sign up with Netfirms or whatever.. or make your question more clear.
(If you don’t know anything about website building, there’s no simple answer as to “how to”… it’s like asking how build a car engine from scratch.. or something)
