Can You Start A Website For Free?

I know that there are places like Microsoft that allow you to create a free webpage, not having to pay for the domain name or to put it on their servers (which can be easily $30 per month I think!). Is there any downside to using Microsoft? Any limitations? Am I allowed to start an affiliate website using a free option from them or is that against some rule? Any & all suggestions welcome!

    Remember you always get what you pay for when it comes to free, there is always some sort of catch to it.
    I’ve been designing sites for years now & I would like to recommend DotNetNuke (aka DNN). http://www.DotNetNuke.com I have been using this website application now for almost 3 years & it’s very simple & easy to use & is packed with 20+ core modules. There are also thousands & thousands of 3rd party modules to purchase as well.
