Can I Create An Internet Homepage Without Creating A Website?

when i open internet explorer i want a page with things i put on it (like youtube videos & stuff like that) to come up. is there any way to do that without creating a website?
Thanks!
oh & i have a dell computer.

    If you want to have a web page that works locally only on your computer for you only, you can do that. Just make a folder & make your html files in an HTML editor & save /work from that folder. You can use NotePad if you know how to hand code. Just be sure to save with html extension: file_name.html
