Web Design Beginner

I want to create a subscription based website where musicians can submit a song(s) for feedback & where the public can vote on what they like best. I’d also like to be able to add pictures of the musicianss if necessary. I know there are a several “how to” build an MP3 sites articles floating around, but I can’t seem to find clear instructions & an easy site building tool to do this. I don’t know html coding, but Ive used YAHOO’s sitebuilder tool with success. Any help is appreciated.

For a program in school we have to find out the competition for our business. This is something like a survey. No right or wrong answer.
