I Have a great idea for a website similar to fmylife. I want to make the format somewhat like rate my professor where you can login & post comments about about something specific. The site would require someone that has knowledge of html, css, php & maybe javascript. How much would this project cost?

Also I have a friend who is a graphic design that said he could design the website however would need someone to do the development work – coding of it I guess.
